Position Summary: The Division of Specialized Instruction and Student Support (DSISS) is seeking an experienced Data Architect to be part of the Systems Development and Reporting Team within the Special Education Office. Under the Direction of the Executive Director, the Data Architect will play a critical role in the ongoing development, enhancement, and maintenance of the Special Education reporting infrastructure. With wide latitude for the exercise of independent judgment and initiative, this position will be responsible for managing the architecture, design, and development of the data marts required to meet the complex reporting requirements of the Special Education Office and the strict regulatory reporting requirements of the state, federal, and local governments.

Managing all aspects of the special education reporting infrastructure, the Data Architect will build relationships with other functional areas of the business to gain a thorough understanding of the Division of Specialized Instruction and Student Support's needs and the IT systems and architecture required to support the unit. The Data Architect will manage and support business plans, define the strategic roadmap, create contingency plans, and ensure the delivery of products and services within their area of responsibility. Reports to: Executive Director of Special Education Systems, Reporting and Analytics

Direct Reports: Assistant Data Manager; Data Analysts; Database Managers; and Data Consultants

Key Relationships: The Data Architect will work closely with senior leadership of the division, with several external constituencies, and with key members of many other DOE offices, including the Division of Instructional and Information Technology (DIIT), Division of Financial Systems and Business Operations (FSBO), Borough/Citywide Offices (BCOs), Office of the First Deputy Chancellor (OFDC), Office of Academics, Performance and Support (OAPS), Office of the General Counsel (OGC), and the Office of Student Enrollment (OSE).

Responsibilities

Strategic Planning and Management

* Act as the business liaison between multiple technology organizations and the Special Education Office (SEO) to ensure that all development and reporting efforts are prioritized and aligned with the business needs associated with serving students with disabilities.
* Play an active role in defining the point of arrival strategy for all data reporting systems required to effectively serve students with disabilities.
* Develop and maintain IT architecture diagrams of enterprise, business, data, security, and/or technology architectures for IT solutions, concepts, and strategies to meet business requirements for target audiences.
* Define and maintain the methodology, principles, roadmap, standards and guidelines for the SEO data architecture team for security, reuse, interoperability, and integration.
* Confirm the conformance of applications, components and services to established standards. Ensure compliance with architecture standards and guidelines throughout the application development lifecycle.
* Take a lead role in proactively managing relationships between MIS personnel and other internal organizations to ensure successful data integration between DIIT legacy systems and other disparate systems within the Department of Education that are required to serve students with disabilities.
* Monitor developments regarding various architectural platforms, including hardware, software, and network communication components, as well as mobile technology, relational database technology, data integrity and distribution, canonical data models, and application and data architecture.

Report Planning, Development, and Management

* Serve as the business lead on all approved reporting systems development, as prioritized by SEO, needed to adequately serve the needs of students with disabilities. Provide thought leadership in the arena of data warehousing and business intelligence tools.
* Play an active role in the design and architecture of all data mart development within SEO.
* Ensure that adequate quality assurance processes and metrics are established and adhered to.
* Assist in the coordination of daily activities of the Data Management Team, including meetings and other related administrative matters.
* Perform ad hoc projects at the request of the Executive Director of the SESIS project.

Program Management

* Develop the processes and procedures required to ensure effective program management within the group to ensure the effective tracking and prioritization all reporting initiatives.
* Confirm the conformance of applications, components and services to established standards. Ensure compliance with architecture standards and guidelines throughout the application development lifecycle.
* Develop the appropriate business case for all new requests and actively direct project managers and business analysts in the creation of the project proposals and statements of work. This may include providing technical approaches, tasks, deliverables, work estimates, assumptions, dependencies, etc.
* Identify project risks and mitigation strategies that can be effectively communicated to all stakeholders. Interface with all levels of business and technical management staff and project teams to facilitate problem resolution and the resolution of competing priorities.
* Ensure the consistent updating of the unit's library containing the appropriate/updated data models and data dictionaries.

Technical Resources

* Serve as a key technical resource person in a highly complex computer environment within the Special Education Office and across other Department of Education (DOE) data systems, e.g., CAP, ATS, and SEC.

Qualification Requirements:

Minimum

* A baccalaureate degree from an accredited college in computer science, information systems, engineering, mathematics or related field and six years of satisfactory full-time experience related to enterprise architecture, solutions architecture, network architecture and/or IT infrastructure systems; or
* A baccalaureate degree from an accredited college and ten years of satisfactory full-time experience related to enterprise architecture, solutions architecture, network architecture and/or IT infrastructure systems; or
* Education and/or experience which is equivalent to "1" or "2" above.

Plus

* Proficient in a MS SQL Server environment with a strong knowledge of Transact-SQL, SSIS, and SSRS.
* Ability to formulate and articulate a future vision for strategic business systems and translate it into strategies and action plans that will enable the organization to achieve its strategic informational objectives.
* Experience managing a cross-functional software development team in an agile development environment.
* Detailed-oriented with strong process re-engineering skills.
* Ability to troubleshoot, problem-solve, and anticipate issues needing resolution.
* Strong analytical skills combined with the ability to develop thoughtful and creative approaches for addressing a wide range of analytic questions.
* Strong presentation skills, including presentation design; proficient in PowerPoint.
* Strong attention to detail; extremely well organized; ability to multitask and meet frequent and changing deadlines.
* Ability to thrive in and enjoy working in a team-oriented, results-driven, high-pressure environment.
* Excellent written and oral communication skills.
* Excellent interpersonal skills in dealing with education and non-education personnel, internal and external to the DOE.

Preferred

* Experience or working knowledge of the public sector and/or interest in public education.
* Knowledge of New York City Department of Education processes and systems.
* Familiarity with New York State Special Education laws, policies, and practices.
* Prior knowledge of and experience in education and/or government, particularly special education.
* Internal candidates preferred.

Salary: $100,000 - $115,000

(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not make less than their current salary.)
