The client is the Strategic Initiatives Group (SIG), Program Executive Office (PEO) Enterprise Information Systems (EIS) located on Fort Belvoir, VA.

* This position requires an active DOD Secret Clearance*

Responsibilities

* Support project management over data activities to ensure timely delivery in a reactive and agile environment.• Support the execution of an Army Business Enterprise Architecture (ABEA) centered methodology to identify the authoritative data sources across key readiness activities for the Army.• Review various documentation (plans, policies, standards, architectures, etc.) to support the identification of authoritative data within stove piped and disparate business system domains, enabling a cross domain integration of data. • Engage technical and functional program SMEs, and key data stakeholders to understand systems scope, key data elements, business rules, data protection guidelines, standard reports, etc.• Review functional and technical documentation to include DoDAF models, Data Dictionaries, Functional Design to facilitate identification and understanding of program data.• Provides technical system integration expertise to facilitate the technical integration of data from external data sources, into the Army Leader Dashboard environment. Recommends methods to interface, or transfer, data across classified and unclassified networks.• Facilitate agreements between Government organizations that satisfy the data owner's requirements, such as, agreed upon data refresh rates, data protection and security, among other items.• Supports analysis of provided system data to validate ALD solution data quality.• Facilitates workshops with data owners and vendors to understand business processes, data, logic, and relationships.• Provide recommendations for improvements in data strategies to include changes to governance, stewardship, integration, and standardization.• Establish and build strong working relationships with client and stakeholders at all levels of the organization.• Develop briefing packages to communicate complex ideas at the strategic, tactical, and operational levels.• Support management efforts to maximize value of data focused efforts to enable strategic prioritization in a resource constrained environment, to include cost planning, scheduling, etc.• Support the creation, modification and maintenance of technical aspects of project documentation to include performance work statements, statements of work, evaluation criteria, Data Use Agreements, Memorandums of Agreement/Understanding, Interface Agreements, etc.• Develop project reports to track and communicate data acquisition and integration progress to Army senior leaders, visualizing information for quick understanding.• Communicate regularly and effectively with stakeholders regarding program plans and status.• Support identification of project risks, communication of risks to leadership, and mitigations to limit risk impacts.• Propose innovative ideas and implement process improvements to support the delivery of IT.• Collaborate with engineering and product development teams within the ALD team.• Develop KPIs to measure project performance.

Qualifications

* Bachelor's degree in Information Systems, Computer Science, Engineering or relevant field.• Proven working experience in project management• Knowledge of Army Business Enterprise Architecture• Knowledge of the Army IT landscape is a plus.• Knowledge of big data management and enterprise analytics is a plus.• Familiarity with project management approaches, tools and phases of the project lifecycle• Federal government agency experience required, knowledge of US Army preferred• Experience with implementing modernized business process and technology a plus.• Strong influencing, networking and relationship building skills.• Innovative problem solving and root cause identification skills.• Working knowledge of and experience with system deployments.• Excellent writing and verbal skills.• DoD Secret clearance required. Must have at a minimum, an Interim Secret Clearance.• Able to work effectively at all levels of an organization.• Must be a team player and able to work with and through others.• Ability to influence and align others and move toward a common vision or goal.
