SUMMARY

The Configuration Manager ensures that IRM infrastructure, network, security and application teams and their stakeholders follow the processes as defined by the CM Plan in coordination with the Program Manager and the CM. Manage the data dictionary and configuration items as related to infrastructure to include network devices, applications, systems, and all other configuration items (CI) identified in the CM Plan. Responsible for the execution of CM processes related to any changes that will result in an update to CIs stored in the CMDB to include infrastructure naming conventions, environment promotion and replication process monitoring and database and system code-base maintenance stored in VSTS. Manage and implement the establishment of cloud service offerings for customers of the IRM cloud environment. Responsible for process engineering and establishes the IT service management (ITSM) methodology along with the associated Cloud Service Catalog, and the creation and integration of new Information Technology Infrastructure Library (ITIL) processes into the environment. Manage the software portfolio. Responsible for the software request process, documenting software licenses and associated license issuance. Manage license reclamation during the off-boarding process. Provides reports for senior management on license status, software expirations, and regular update of software license use. Evaluates software requests to determine if it is approved for use in the enterprise as well as identifies alternative software already maintained in the software portfolio that has the same capability of requested software. Perform change diagnosis by facilitating, driving, and managing change within the IRM environment.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

* Maintain and track all assigned assets in classified and unclassified networks
* Perform day to day support, administration and maintenance of the ServiceNow platform
* Recommend improvements to the asset management process in accordance with 14 FAH-1
* Liaise with OBO/RM/EX/HR to deliver assigned assets in a timely manner
* Ensure the CM Plan is in compliance, performing semi-annual reviews
* Ensure ServiceNow workflows are followed
* Provide updates and recommendations for the Service Catalog
* Provide recommendations for various SOP's, as they relate to ServiceNow and Configuration Management
* Manage the application of configuration management best practices to support and maintain up to date and inter-related configurations for OBO IRM's IT infrastructure and applications
* Develop documentation defining the processes for service delivery, service management and service monitoring
* Serve as the customer advocate for service improvement and evaluate change requests for ITSM impact at the Configuration Control Board or other process-related boards, as necessary
* Perform IT requirements definition and development, propose solutions, identify gaps, and review technical products in support of continuous service improvement activities
* Provide subject matter expertise and customer advocacy to support deliverables, participate in designated meetings, and respond to queries from senior leadership, client staff, and other stakeholders
* Develop documentation defining the data dictionaries, CI types, and relationships within the CMDB, as they impact other processes within the organization
* Develop and maintain relationship maps in the ServiceNow and ensure alignment with pre-established processes
* Perform ServiceNow code promotions
* Communicate with application teams to ensure all changes to the baselines of QA Sandbox, Development, Test and Production environments are properly documented
* Maintain and update the Software Asset Database
* Facilitate Change Review Board
* Research alternate/redundant software assets within the portfolio
* Provide subject matter expertise and reporting to support deliverables, participate in meetings, and respond to queries from senior leadership, client staff, and other stakeholders
* Ensure that changes to OBO IRM developed systems consistently follow the CM methodology

Required Skills

REQUIREMENTS/QUALIFICATIONS

Education and Experience

* US citizen and possess an active, fully-adjudicated SECRET clearance
* Bachelor's degree in IT or related field of study and 7+ years of experience in CM with at least 3 in CM implementation
* Experience working with configuration management tools and activities providing input and analysis for the evaluation of change requests
* At least 5 years of technical writing experience
* At least 2 years of experience with ServiceNow
* At least 3 years of experience developing ITIL process documentation and working knowledge of ITIL framework
* Must have ITIL Foundation certified.
