This position serves as the CCR domestic team leader for the Integrated Dispatch Console (IDC) product line. The IDC Team Leader supports U.S. Diplomatic Security, security communications program requirements for multiple overseas posts in potentially high-threat environments. While serving primarily within CONUS, the Team Leader may be required to travel to and support multiple locations overseas. This position will primarily provide staff support to U.S. Department of State operations within CONUS. The Team Leader will demonstrate and apply broad knowledge of specialization through successful completion of complex assignments and given complex tasks and projects within the CCR program, to manage from start to finish. They will develop a project plan and scope of work, assemble the proper personnel, develop a project timeline, identify required resources and execute the plan to completion. The Team Leader will apply complex knowledge of fundamental concepts, practices, and procedures of particular area of specialization. The Team Leader will manage all phases of the IDC product line; they will work closely with vendors to update the product design and configuration; lead a technical survey team to post to develop scope of work and bill of materials; oversee the system build and configuration, oversee system installations at department facilities, maintain a preventative maintenance schedule for system sustainment, and maintain system documentation and up-time analytics. Working with the Worldwide Team Leader, the IDC Team Leader will mentor the worldwide technician pool and ensure they are trained on the installation, configuration, and maintenance of the IDC system. The IDC Team Leader will work with the Country Leads to develop a maintenance and lifecycle plan for IDC systems installed throughout Iraq and Afghanistan.

The successful candidate will typically possess over 10 years of successful experience in communications or a related field and successfully demonstrate key responsibilities and knowledge; Provide operations and maintenance support to multiple tactical and land mobile radio systems including but not limited to the PRC-152, PRC-152A, PRC-117F, PRC-117G, DTCS-RO, XG-100M, XG-100P, XTS-5000, APX-3000, TK-5210/5310, TK-5710/5810, PYQ-10, KIK-30, KIK-20, and the KIK-13. Subject Matter Expert on networking and land mobile radio (LMR) communications equipment (i.e. Harris, Exelis, Kenwood) and will provide O&M support. Proficient in communications surveys, new installations and preventative maintenance for vehicle and fixed site systems, COMSEC management, frequency management, training, depot level repair for radios, and advanced communications methods using mobile computing devices (i.e. ATAK, WAVE, MDM). Develops and conducts training for U.S. Government personnel and private contractors regarding the proper use, care, maintenance and preventative maintenance of assigned systems.

Supervisory Responsibilities: The Technical Operations Team Leader will be required to provide assistance and direction to contractor personnel.

Requirements/Qualifications:

Must possess an active Top Secret security clearance. Must be eligible for a TS/SCI to meet full performance requirements. Must be able to obtain/maintain Department of State Medical Clearance.

The successful candidate will typically possess over 15 years of successful experience in communications or a related field and successfully demonstrate key responsibilities and knowledge. Experience with COMSEC policies and procedures and familiarization with DOS COMSEC policies and procedures. Possess knowledge of radio frequency (RF) theory and principle, and the effects of systems operating in an electronic countermeasures environment. Excellent technical knowledge of RF Communications (VHF/UHF/SATCOM/Radio) and mobile computing platforms and networking. Must be able to specify RF communication equipment compatible with CREW systems.

Position requires self-motivation and the ability to work effectively under minimal supervision. Must demonstrate the ability to interact with all levels of an organization in a professional, diplomatic, and tactful manner. Must demonstrate a good attitude and ability to work as a member of a cohesive team. Must be able to multi-task efficiently, work in a fast paced environment on multiple projects, and have strong attention to detail. Must possess excellent writing and verbal skills. Must be proficient with Microsoft Windows operating systems and office automation software (e.g., Microsoft Office, SharePoint.)

Within the first year of employment, attend training and obtain the following IT certifications: Required -Project Management Professional (PMP); Microsoft Technology Associate (MTA); CompTIA Net+; Motorola WAVE Certified Integration Engineer (WCIE). Recommended - Certified Information Systems Security Professional (CISSP); Certified Cisco Network Associate (CCNA); Microsoft Certified Solutions Associate (MCSA) Windows 10 or Server 2012/2016; CompTIA Security+

Travel Requirements:

May be required to travel OCONUS to conduct installation, training or maintenance at diplomatic facilities. OCONUS travel may include critical threat locations around the world with austere living conditions. Domestic travel may be required for training and program coordination.
