The Centralized Accounting and Payroll/Personnel System (CAPPS) Human Capital Management (HCM) Support Liaison (Systems Analyst V) position reports to the Health and Human Services Commission (HHSC) Director of IT Administrative Applications. This role supports the CAPPS HCM team to identify issue trends and collaborate with the CAPPS HCM Product Manager to understand and ultimately resolve. Develops a deep knowledge of key aspects of the CAPPS HCM product. Performs advanced-level analysis and collaboration with various teams to identify, communicate, and solve complex production issues.
You will join a dynamic and fast-paced environment and work with cross-functional teams to design, build, and roll-out products that deliver value to the citizens of Texas, and align with the vision and strategy of Health and Human Services (HHS). This position works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.
Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
Oversees communications and coordination efforts with HHSC agency executives, product and project managers, CAPPS HCM business partners, and CAPPS HCM third-party vendors. Communicates outages (planned and unplanned) and possible technical solutions in accordance with established standards, policies, and procedures by established due dates. Coordinates responses to production incidents. (40%)
Prepares reports for HHS Leadership on the health of the Production HCM system. Collaborates with Product Management to write user stories to remediate production issues. Works closely with manager to ensure correct communication has been conveyed with stakeholders through daily stand up meetings and product planning meetings. (20%)
Participates and provides significant input to management committee meetings. Provides advanced-level analysis of complex processes and functional requirements for state and federal partners to meet strict mandates. (20%)
Participates in root cause analysis (RCA) and facilitates the communication of it to stakeholders. Provides advanced-level operational support. Gains a deep understanding of the customers and generates new ideas that permanently resolve issues to improve customer experience and drive value. (20%)
Knowledge Skills Abilities:
Knowledge of large-scale IT operations and information technology industry trends.
Knowledge of process or systems analysis and design work.
Knowledge of Software Development Lifecycle (SDLC) process.
Skill in interpersonal relationships, including the ability to work with people under pressure, negotiate among multiple parties, resolve conflicts, and establish and maintain effective working relationships with various levels of personnel in governmental entities.
Skill in troubleshooting and problem-solving.
Skill in verbal, written, and presentation communication.
Ability to provide assistance by responding to inquiries from others regarding errors, problems, or questions.

Registration or Licensure Requirements:
Initial Selection Criteria:
Graduation from an accredited four-year college or university with major coursework in business or a related field. Appropriate experience may be substituted for the required education on a year-for-year basis.
Minimum 3 (three) years' experience working in a complex enterprise HR system (such as PeopleSoft HR/HCM, SAP, Zenefits, Namely, Paycor, etc.).
Minimum 3 (three) years' experience in an support role that includes ongoing operations and complex problem-solving.
Preferred experience in Agile software development methodologies.
