Nature of Position

Annual Salary based on a 4-day, 36-hour workweek.

Structured Oral Board Interviews are Tentatively Scheduled for August 8, 2019

This is a newly allocated position that will work City wide with various departments and will be responsible for evaluating business processes, anticipating requirements, uncovering areas for improvement, and developing and implementing solutions including supporting implementation of the City's new ERP system focusing on data conversion. The Analyst filling this position will be responsible for business process analysis, database administration, GIS administration and ad-hoc scripting. This includes testing, user acceptance testing, configuring new and existing functionality by writing/modifying existing programs as well as updating and repairing existing programs. Among the initial duties of this Analyst, this position will be responsible for performing integration and ongoing administration of GIS and ESRI products with other vendor products.

The ideal candidate will be knowledgeable in Javascript, HTML5, jQuery, JSON/XML, RESTful API, web services and Internet Information Services, project management principles and practices, Python, SQL, various flavors of SQL Stored Procedures/View, SQL functions, stored procedures and schema design in large scale relational databases, and proficient in data conversions. Distinguishing Features

Under general supervision of the IT Director, performs analytical duties in the development, operation, administration, and support of the City's information systems; manages projects related to maintaining and enhancing systems; tests and supports a variety of specialized software line of business applications, database administration and GIS; establishes, monitors and maintains integrated data networks and analyzes overall system performance; consults with city departments to identify technology needs and evaluates software requirements; provides technical support and assistance to end users; and performs other related work as required.

Work in the class is distinguished from that of lower level technical classes by the level of professional responsibility assumed and the complexity of duties assigned. Employees at this level are required to be fully trained in all functional assigned area/s of responsibility.

Examples of Duties

* Performs a variety of analytical duties in the development, operation, administration, and support of the City's information systems determining operational objectives by studying business functions, processes, anticipating requirements and developing and implementing solutions; tests and supports a variety of specialized software.
* Participates in the evaluation and testing of new and enhanced applications; installs or upgrades software applications; troubleshoots and rectifies software related problems; coordinates and documents testing for new or revised software applications; deploys new applications in assigned areas.
* Serves as liaison with system software vendors; initiates request for proposal documents for the selection of professional service contracts; monitors contracted services for quality and compliance with City standards.
* Serves as focal program management point on a variety of projects; evaluates business requirements; researches and develops information systems solutions; develops budgets; monitors project performance and compliance with applicable specifications; ensures quality and timeliness of work performed.
* Manages master data, including creation, updates and deletion.
* Commissions and decommissions data sets.
* Generate reports from single or multiple systems.
* Develops client interfaces for business system applications, GIS and Internet/Intranet in various programming languages.
* Analyzes spatial data through the use of mapping software.
* Creates "shapefiles" to merge topographical data with external data by layering external data over a topographical map
* Maintains system security and integrity; monitors security of all systems and applications; identifies unauthorized access and potential security risks; makes recommendations on security enhancements.
* Performs technical writing duties in the development, production and maintenance of system documentation, instructional materials and procedural manuals; reviews hardware and software technical specifications.
* Confers with staff from various divisions and outside agencies to facilitate upgrades as well as solve program, system, operational, and procedures problems; analyzes problems and recommends corrective action; designs, develops and implements solutions; coordinates system activities.
* Provides technical assistance in the development of policies and procedures related to system availability, security and related services; maintains operational practices to support policies and procedures.
* Contacts vendors for components, technical reference and/or services required for system maintenance and enhancement projects.
* Researches and develops ways to improve the effectiveness and efficiency of business processes.
* Troubleshoots problems as they arise on a 24/7 basis.
* Assists other information systems staff as necessary.
* May supervise, train and evaluate assigned staff.

Employment Standards

Any combination equivalent to education and experience likely to provide the required knowledge and abilities. A typical way to obtain the knowledge and abilities would be:

Education

Graduation from an accredited four year college or university with major course work in information technology, public or business administration, or related field.

Experience

Four years of information technology experience in the operation and analysis of municipal agency and designated technology systems. Experience implementing or using Tyler Munis software highly desirable.

Knowledge

Knowledge of Javascript, HTML5, jQuery, JSON/XML, RESTful API, SQL, various flavors of SQL Stored Procedures/View, SQL functions and various report writing tools such as Crystal Report, web services and Internet Information Services; project management principles and practices; principles of information technology hardware and software; governmental policies and procedures; computer hardware and software applications; applications in word processing, spreadsheet, database programs/design and printer operations; best practices for implementing, troubleshooting, and resolving technical matters; equipment and software use in computer-aided dispatch; related principles of programming; and fiscal management.

Ability

Ability to effectively administer major programs; perform both complex and routine system maintenance; work with speed and accuracy; interpret and apply established City policies, procedures and codes; plan, administer and evaluate system applications; interpret and analyze information; draw valid conclusions and project consequences of decisions and recommendations; evaluate current programs and processes including cost factor analysis and operational requirements, and provide necessary recommendations; set priorities, meet deadlines and make sound decisions; establish and maintain accurate records; maintain level of knowledge required for satisfactory job performance; communicate effectively; and establish and maintain effective working relationships with employees, vendors, and the general public.

Special Requirements

Willingness and/or ability to work outside regularly scheduled hours to meet operational needs and to respond to after-hours emergency calls as required.

Ability to transport and install computers and related equipment involving physical dexterity, moderate lifting and carrying of up to 20 pounds.

Other Requirements

Selected positions require possession of a valid California Driver's License and satisfactory driving record as a condition of initial and continued employment.

SELECTION PROCESS:

The examination process may include an application and supplemental questionnaire evaluation, a written exam, a performance exam, and/or an oral interview. The oral interview for this position has been tentatively scheduled for August 8, 2019. The examination process may test for, but is not limited to, the essential knowledge and abilities listed in the job specification and announcement and will be designed to provide a comprehensive review of each candidate's technical knowledge and overall suitability for the position. Qualified applicants will be notified of the exact date, time, and location of examinations approximately two weeks in advance. Candidates passing all components of the examination process will be placed on an Eligible List. A list of names is certified to the department(s) having vacancies based on the type of examination conducted pursuant to the provision of the City's Civil Service Rules. Final selection will be made from the Eligible List by the Department Head subject to approval by the City Manager. The Department Head may utilize additional selection procedures to make a final hiring decision. Placement on an Eligible List does not guarantee employment. Prior to appointment, a thorough reference check will be conducted which may include a credit check and background. The selection process may be evaluated and revised based on the number of qualified applicants. Federal law requires that prior to employment, you must furnish proof of your identity and eligibility for employment in the United States, as required by the U.S. Department of Justice.

VETERAN'S PREFERENCE CREDIT: A job applicant qualifies as a veteran if honorably discharged from active military, reservist, or National Guard duty of at least 18 consecutive months within the past five (5) years of the date of application.
