Overview
The Business Analyst provides support to Indian Health Services (IHS) and for the Resource and Patient Management System (RPMS). This position leads requirements gathering sessions, translates business requirements into detailed technical system specifications and serves as the liaison between client stakeholders and the technical project team. The Business Analyst assists the subcontractor Project Manager in managing software development activities and serves as the backup to the Project Manager in his/her absence.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include the following. Other duties may be assigned.

Formulates and defines systems scope and objectives through research and fact-finding combined with an understanding of applicable business systems and industry requirements.
Performs highest technical level of systems analysis while considering the business implications of the application of technology to the current and future business environment.
Develops user interface designs, screenshots, walkthroughs, workflows, uniformly structured use cases and supplementary specifications. Provides expertise and support for documented requirements traceability.
Develops user manuals, training and promotional materials.
Performs quality assurance reviews of existing documentation.
Assists the subcontractor Project Manager in managing software development activities and serves as the backup to the Project Manager in his/her absence.
Effectively communicates detailed technical requirements specifications, both verbally and in writing, to all project team members, client stakeholders, and senior management.
Responsible for aiding in own self-development by being available and receptive to all training made available by the company.
Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize personal output.
Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.
EDUCATION / EXPERIENCE
Bachelor's degree and a minimum of five (5) years relevant experience, or equivalent combination of education / experience. Experience with U.S. Centers for Medicare & Medicaid Services System Development Lifecycle (SDLC) framework, referred to as XLC, documentation is required.
CERTIFICATES, LICENSES, REGISTRATION
Possess or has the ability to obtain a Public Trust Clearance

Advanced knowledge and understanding related to the analysis of business and user needs, documentation of requirements, and translation into proper system requirement specifications
Advanced ability in requirements gathering and elaboration, business process improvement and emerging technologies
Thorough knowledge and understanding of information technology security and Health Insurance Portability and Accountability Act (HIPAA) policies for dealing with Personal Health Information and personally identifiable information
Operational knowledge and understanding of a Capability Maturity Model-Integrated (CMMI) CMMI Level 3 software development environment
Demonstrated ability to develop and apply comprehensive solutions to client requirements / issues and to elicit user preferences around specific interface behaviors and related functionality
Ability to be self-motivated and to independently rely on system documentation for learning complex workflows of a customized enterprise change management system
Extremely detail-oriented with ability to quickly grasp business needs and issues

MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
REASONING ABILITY
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form
LANGUAGE SKILLS
Ability to read, analyze, and interpret technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
