Description

The customer platform supports the complete award life cycle for loan repayment and scholarship programs. It is designed to ensure that repayment and scholarship programs are managed efficiently and in compliance with mandated Agency-wide and Federal policies and procedures.

The BPA Program Manager manages a large, complex set of IT initiatives including the day-to-day financial analysis of area operations. Drives successful project completion by coaching, consulting, managing, resolving issues, allocating resources, and maintaining team productivity and morale in high-pressure situations. Leads and mentors other team leads and project managers. Initiates, supports and participates in negotiations with customer.

The BPA Program Manager shall perform the following tasks:

* Single point of contact for the management of each task order.


* Ensure that the services and deliverables required are provided in accordance with each task order. Each task order shall have its own Program Management Plan that provides the point of contact, team roster, purpose, place and period of period of performance, projects and project details, management approach, management controls, other organizational resources, deliverables and deliverable dates.


* Conduct a kick off meeting to discuss all current activities and the scope of work. Providing a draft project management plan, timeline and proposed communication schedule. Once final maintain and follow the plan.


* Participate in, or facilitate, technical meetings, conference calls and workgroups with Program staff and stakeholders. Provide meeting facilitation services and create meeting agendas, meeting minutes for face-to-face and online meetings.


* Provide the necessary, centralized administration, documentation and other related functions, requirements gathering and development tasks.


* Provide weekly updates and separate monthly status and invoice reports for task orders that include information on progress, cost, schedule, quality assurance, configuration management, and security services.


* Prepare and submit documents such as charters, project process agreements, project management plans, work breakdown structures, requirements specifications, test plans, architectural and software development plans, risk management plans, benchmarking analysis, alternatives analysis, market studies (such as off-the-shelf software, web services or cloud technologies) and other related EPLC documents.


* Prepare and deliver project plan presentations for leadership, project teams and other specified staff.


* Submit recommendations for implementing best practices, innovative technologies and process changes.


* Provide program governance services through the development and implementation of standard operating procedures (SOPs) that contribute to continuous process improvement.


* Develop recommendations for project recovery efforts.



Qualifications

Required Qualifications:

* Bachelors and fourteen (14) years or more of related experience; Ten (10) years or more experience in managing projects; minimum five (5) years of successful project or program manager experience.


* Master scheduler experience using Microsoft Project or comparable software


* PMP Certification


* Capability Maturity Model Integration (CMMI) Level 3 Certification



Desired Qualifications:

* Experience with HHS Enterprise Performance Life Cycle (EPLC) requirements, Earned Value Management (EVM), Capital Planning and Investment Control (CPIC)


* NIH or health care industry experience preferred.



Clearance Requirement:

* Must be able to obtain a Public Trust security clearance.
