Serves as an Aviation Technical Systems Specialist for the Quality Control Group Technical Evaluations Team as a Subject Matter Expert (SME) on Technical Operation Policy and Procedures.

Responsibilities

Position works independently and/or with groups to apply Quality Control Processes for Technical Operations in accordance with Air Traffic Organization (ATO) Initial Event Response and Quality Program. Position works with QCG Operations Evaluations Team Specialist to understand the Air Traffic Quality Control Program. Applies advanced knowledge of administrative policies and procedures related to Technical Operations, and an advanced understating of the objectives of the organization. Applies experience and comprehensive technical knowledge as well as an understanding of new technologies and methodologies, to solve complex problems and develop improved technical processes or systems. Considers the objectives of the major subdivision and LOB/SO when developing, integrating, and implementing solutions to diverse, complex problems. Conducts remote or on-site evaluations of the WSA service units to assess processes, requirements and compliance. Reviews program requirements; coordinates with other subject matter experts (SME); collects, compiles and analyzes data; and provides recommendations (written and/or verbal briefings) to management officials for process compliance and program improvements. Coordinates with other technical experts to discuss findings and assure the total system requirements are considered and differences in policy application are resolved. Utilizes requirements from multiple, Air Traffic Organization (ATO) Orders, Directives and Memos which affect the Technical Operations Quality Control Program. Presents briefings to obtain consensus/approval on policies. Coordinates significant technical matters with representatives of external organizations. Assignments require knowledge and experience working across functional and/or organizational lines. Performs multiple, varying and complex assignments under the minimal direction of a manager, project/program manager, team leader, or more experienced technical specialist. Acts as principal technical specialist or as a project manager or team leader for large work activities. Contacts are internal and external. Often represents the FAA as a senior technical point of contact on projects, programs and other work activities. Communicates results to all levels internally (within an LOB/SO or across LOB's/SO's) and externally.

Broad policies and objectives provide general guidance for addressing issues, but allow considerable discretion to develop new and innovative approaches. Draws on experience to solve unusual problems and may create new solutions and policy interpretations, as the situation requires. Provides policy guidance and instruction to others, both internally and externally.

Occasional travel - The job may require travel from time- to-time, but not on a regular basis. The travel may be for training or other work-related duties.

Qualifications

To qualify at the FV-J level, you must demonstrate in your application that you possess at least one year of specialized experience at or equivalent to FV-I, FG/GS-13 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Examples of specialized experience may include: Experience with FAA Order 7210.634, specifically chapter 6, and experience working as a Team Member, Team Lead, Supervisor, Manager or Support Staff.
