Manages and oversees the administration of Access Control System and Video Management Systems (VMS) in compliance with Massport and Transportation Security Administration (TSA) performance standards at all Massport Facilities. The ACS Assistant Manager will be responsible to ensure that ACS service, maintenance and construction be performed on all existing systems. Provide direct oversight for planned construction activity of related ACS and VMS work. Assists all Massport departments and contractors with the planning and implementation of new, relocated and decommissioned ACS and surveillance systems components ensuring compliance with the Massport Airport Security Plan and operational requirements.

Essential Tasks of the Job

Serves as the lead Systems Administrator for the Access Control System and related Video Management Systems.

1. Creates, modifies and manages system configuration.

2. Provides project management guidance to unit managers, supervisors and users in the development of system analysis, design and application enhancements.

3. Consults with staff to ensure system functions are in support of Massport policies and procedures.

4. Manages software and system updates/revisions on ACS, VMS and related systems.

5. Monitors and ensures compliance with Secure Sensitive Information ("SSI") in compliance with CFR Part 49 Section 1520.

Manages the installation and commissioning of ACS system components and ensures software reflects conditions represented in the field as required.

1. Assists outside vendors in planning, designing and implementing field hardware enhancements and modifications.

2. Coordinates with Massport department staff to enhance the physical security of Massport facilities utilizing existing or new technology.

3. Attends conference and trade shows, as requested, in support of investigating new technology and travels to Massport sites to attend meetings as needed.

Ensures ACS Service Contract compliance through managing the daily operation and maintenance of the Access Control and Video Management Systems located throughout Massport Facilities.

* Responds to resolve service issues on both ACS and VMS to ensure ongoing compliance with MPA and TSA performance standards and guidelines.
* Manages, assigns and monitors consultant, contractor and applicable resources in support of efficient and timely issue resolution.
* Ensures that preventative maintenance tasks are completed per contract responsibilities, while tracking ongoing service tasks to report on completion and status.
* Become Subject Matter Expert in the configuration and operation of ACS, VMS and related applications.
* Assist with ACS/VMS Reporting and Metrics coordination for MPA departments and offices.
* Represent IT / ACS in coordination of construction and development projects at all Massport facilities.
* Provide End User training and support in the use of ACS doors, gates and portals. (Hands On Training)
* Develops maintenance and support standards to ensure contractual agreements are maintained in the best interest of Massport.

Serves as the Information Technology liaison to internal and external Massport partners, including Federal and State Law Enforcement agencies.

* Represents the Information Technology Department as needed regrading ACS, VMS and security related issues
* Coordinates with Massport senior staff to develop policies and procedures relating to physical security and access control at all Massport facilities.
* Conducts and develops user training and familiarization related to ACS and VMS for internal and external partners as needed and on a recurring basis.

SECONDARY JOB TASKS:

A. Assists in the preparation of bid specifications and contracts in coordination with Massport policies and procedures.

B. Completes selected assignments and projects as assigned. Job Requirements and Qualifications

EDUCATION LEVEL: Bachelor's degree in Computer Science or Management Information Systems or equivalent professional experience required.

EXPERIENCE: Minimum of 3 years of experience in end-user support and familiarity with Microsoft Windows/Office software products, Active Directory, networking concepts and demonstrated diagnostic and problem solving skills required. Experience with badging technology and access control concepts for systems related to physical security within an airport environment preferred.

1. Valid and current driver's license unrestricted except for corrective lenses and automatic transmission.

2. Ability to obtain a Massport Security Badge.

3. Working knowledge of Microsoft Server 2008 and later, Microsoft SQL Server, Crystal Reports,.

4. Ability to pass airfield driving test and obtain Aerodrome Ramp, Apron, and Airfield License.

5. Working knowledge of data communications protocols and methods.

6. Working knowledge of Windows/Apple Operating Systems and common peripherals.

Supplemental Information

WORK SCHEDULE: Ability to work a 37.5-hour workweek. Ability to work additional hours as necessary as work load demands.
