Job Description

This position will serve as a subject matter expert for Cerner Physician Documentation, EMR Voice Dictation, or Cerner Research. The position will have responsibility for facilitating design, build, maintenance, support, expansion, and optimization for the ambulatory and inpatient venues. Additional responsibilities include: requirements gathering, analysis, and documentation; system testing, troubleshooting, and upgrades.

Previous experience building and supporting a Clinical EMR highly desirable, specifically with a physician workflow, voice dictation, and/or research focus. Hands-on experience with Cerner preferred. Clinical background and/or experience working with clinicians a plus.

Must be willing to carry a pager/cell phone and be available for 24 x 7 on-call support to include weekdays, evenings, weekends, and holidays. Frequency of rotation will vary depending on need/size of department. Location may be in either White Marsh or Silver Spring.

EDUCATION: Bachelor's degree in Computer Science, Healthcare Informatics, or an equivalent combination of education and technical experience.

EXPERIENCE: 6 years technical experience in a healthcare or business environment preferred. Experience in systems analysis/programming, customer service, vendor information, information systems, and project management. Experience that includes exposure to networking and hardware preferred.

LICENSE/CERT/REG: Clinical analysts perform all continuing education and other activities to maintain professional licensure.

SKILLS: Strong analytical ability to solve complex technical problems. Competent in microcomputing including desktop applications, project management, and communication and emulation applications. Strong interpersonal communication skills to effectively interface with internal/external customers. Understanding of information systems and their impact to customers.

Primary Duties and Responsibilities

* As appropriate for the specific application(s), performs duties required to back up and/or monitor application assets to ensure continuity in service.


* As appropriate for the specific application, monitors and tests the ongoing production performance to assure appropriate operations in terms of response time and storage capacity.


* Contributes to the achievement of established department goals and objectives and adheres to department policies, procedures, quality standards, and safety standards. Complies with governmental and accreditation regulations.


* Creates ad hoc and standard reports utilizing various report writers or other tools to meet customer needs. Assists and guides users in developing ad hoc reports.


* Demonstrates a working knowledge of project management principles and tools in support of application tasks and/or projects. Assists with special projects. Adheres to PMO standards for documentation.


* Develops and maintains user and application support documentation to stimulate optimal use of applications. Develops and updates support documentation in designated documentation repositories.


* Develops test scenarios and test plans. Performs the testing of software updates/fixes and routine maintenance. Validates that systems operate and perform properly through controlled unit, system, integration, and volume testing.


* Documents current business processes to aid in the process redesign. Revises or develops new business processes which utilize the capabilities provided by new information technology and provides optimal benefit to the organization in terms of increased efficiency, accuracy and effectiveness of the process.


* Exhibits a working knowledge of the current technology, trends, and/or developments in the healthcare industry in order to serve as a resource for the I.S. department and customers.


* Has a basic understanding of and provides support for integration of applications within and beyond the corporate computing environment.


* Participates in the management of application database(s). Maintains data dictionaries and master files. Monitors file size and integrity. Assists in the periodic review/use of software with customers and vendors to evaluate software utilization. Trains associates in maintenance procedures.


* Performs other duties as assigned.


* Performs problem analysis in support of decisions and planning in specific application processes. Analyzes the impact of application modules on departments. Develops solutions to meet project objectives. Coordinates vendors, Information Services associates, and users in troubleshooting problems and resolving software or procedural issues.


* Plans the development and execution of educator/trainer courses of core system/application functionality.


* Provides general support to customers within and beyond the corporate organization in the implementation and operational use of software applications. Assists customers and vendors by addressing information needs related to software performance and requests.


* Skilled in Microsoft applications and other presentation tools to effectively communicate ideas, data and recommendations. Actively participates in meetings, committees, and/or multi-disciplinary quality and service improvement teams in support of department activities.


* Supports the implementation of improvements, enhancements, and updates to applications. Analyzes the impact of application modules on departments and develops solutions to meet project objectives. Participates in the requirements analysis, functional specification definition, and project work plan designs.
