Analytics, Knowledge and Information Division - ITG Solution Architect/Lead Developer Consultant

Background

BID Invest, a member of the Inter-American Development Bank (IDB) Group, promotes private-sector development in Latin America and the Caribbean with a focus on small and medium-sized enterprises (SMEs). The Information Technology area of its Analytics, Knowledge and Information Division is seeking an experienced Information Technology Contractual to work with Microsoft Solutions including SharePoint.

Consultancy objective

The contractual will work with IT collaboration solutions giving technical and client support in coordination with the business analysts and business owners of each application.

Main activities

The selected candidate will:

* Identify, research, create, revise, and update technical architecture document libraries (standards, policies, guidelines, models, diagrams, charts, roadmaps, and others) as needed.
* Design, develop, and oversee implementation of end-to-end IT cloud integrated systems.
* Orchestrate integration projects and corresponding strategies between business units and development teams.
* Coordinate with other enterprise information architects for project solution architecture.
* Manage the portfolio of projects engaged with enterprise information architecture.
* Manage and continuously improve the design and implementation of Solution.
* Collaborate with analysts, designers, and system owners in the testing of newly integrated software programs and applications.
* Participate in the discussions with business and technical project members to document and improve the overall quality of enterprise IT solutions.
* Prepare and deliver presentations to promote and provide guidance on accredited IT architectures standards and guidelines supported by the department.
* Create web-based solutions to support the work of Enterprise Architecture.
* Keep abreast with emerging IT trends and collaborate with other team members to drive forward technical opportunities.

Qualifications

* Academic Degree/ Level & Years of Professional Work Experience: Bachelor's degree in Computer Science / related field or equivalent work experience, and a minimum of 2 years of experience.
* Languages: Proficiency in English is required. Spanish and/or Portuguese are desirable.
* Areas of Expertise: Web application development, Technical writing, Windows (desktop/servers) platform, SQL server Database, Office productivity suite.
* Skills:
* Researching technical subjects online and ability to catalog and organize the outcome of the research.
* Competency as technical writer in English language.
* Excellent use of Microsoft Office productivity office suite for updating and creating documents and graphs.
* Knowledge of website design and implementation geared to general communications for internal use (as opposed to marketing sites).
* Ability to prioritize and plan complex work in a rapid changing environment.
* Ability to promote services to internal clients through leads and other means.
* Ability to work independently with minimal supervision.
* Ability to author HTML5, CSS3, JavaScript.
* Ability to organize, prepare and present outcome of the any subject research.
* Excellent understanding of typical multi-tier architectures: web servers, caching, application servers, load balancers, and storage.
* Understanding of Relational Database Management System (RDBMS) and NoSQL.
* Knowledge of message queuing and Enterprise Service Bus (ESB).



Desirable Experience

* Familiarity with intranet content management in SharePoint 2016 or similar.
* Strong web application development skills (HTML5, CSS3, JavaScript, Angular).
* Solid understanding of SOA (SOAP, REST, XML, JSON, OData).
* Familiarity with Enterprise Architecture frameworks (TOGAF is preferred) and IT architecture principles.
* Working knowledge of database design and querying.
* Familiarity with JIRA environment.
* Knowledge of information technology development, infrastructure and various associated technologies.

Characteristics of the Consultancy

* Consultancy category and modality: Consultant.
* Length of contract: 12 months.
* Place(s) of work: IDB Invest Headquarters.
* Responsible person: IT Officer.

Payment and Conditions: Compensation will be determined in accordance with IDB Invest policies and procedures. The IDB Invest, pursuant to applicable policies, may contribute toward travel and moving expenses. In addition, candidates must be citizens of a Corporation member country.

Visa and Work Permit: IDB Invest, pursuant to applicable policies, may submit a visa request to the applicable immigration authorities; however, the granting of the visa is at the discretion of the immigration authorities. Notwithstanding, it is the responsibility of the candidate to obtain the necessary visa or work permits required by the authorities of the country(ies) in which the services will be rendered to the IDB Invest. If a candidate cannot obtain a visa or work permit to render services to the IDB Invest the contractual offer will be rescinded.

Consanguinity: Pursuant to applicable IDB Invest policy, candidates with relatives (including the fourth degree of consanguinity and the second degree of affinity, including spouse) working for the IDB Invest as staff members or Complementary Workforce contractuals, will not be eligible to provide services for IDB Invest.
