Responsibilities/Qualification

Position Summary

Provide technical and acquisition support to the U.S. Navy PEO Integrated Warfare Systems Surface Ship Weapons program management office related to surface ship weapon Foreign Military Sales (FMS). Analyze and evaluate programs/projects to provide the program office information to be used in planning, executing, and managing the procurement and follow-on technical support of systems and projects in support of international partner Navies under associated FMS cases. Support the establishment and sustainment of international weapons-related facilities particularly in the area of security requirements, compliance, and coordination.

Duties and Responsibilities

Reviews FMS case and contractual requirements and participates in defining program plans and documentation. Tracks and monitors the delivery of systems or services to the international client in accordance with the FMS case. Performs risk assessments to identify and mitigate program/project cost, schedule, technical, and security risks.

Prepares budgets and schedules for contract work and performs or assists in analysis.

Develops an understanding of the FMS case and associated Physical/Information/Industrial Security requirements and in-place equipment and procedures. Monitors security requirements for international programs, assists in releasability compliance and review in accordance with established guidelines, monitors and tracks status of security requirements and associated actions, and coordinates with program office and higher-level Navy and international security assistance organizations.

Develops evaluation methodology, collects and analyzes the data to determine the extent to which goals, objectives and needs are being met. Creates queries and produces reports.

Participates in planning and execution of meetings with international and U.S. Navy partners including FMS Program Offices, Navy International Programs Office, Navy Field Activities, supporting labs/universities, and international partner program offices and acquisition organizations. Coordinates meetings, official visits, and international travel requirements.

International and domestic travel will be required in this position.

Serves as a resource for resolution of technical or programmatic problems related to surface Navy missile programs. Develops documentation, reports, and project plans. Prepares and may present briefings.

Performs additional duties and responsibilities as assigned.

Education and Experience

Bachelor's degree plus 5 to 7 years of directly-related experience in technical program planning, defense acquisition, and/or naval systems.

Education and work experience may be adjusted for highly specialized knowledge or uniquely applicable experience.

Knowledge, Skills, Abilities

Knowledge of Department of Defense (DoD) acquisition execution and support.

Familiarity with Foreign Military Sales (FMS) processes and support.

Familiarity with Naval surface ship weapon or combat systems programs.

Knowledge of physical, industrial, and information security references, regulations, and requirements.

Excellent communication, organizational and interpersonal skills.

A Secret security clearance is required.
